package-specific build targets

I noticed that one of the tasks listed in the HACKING file was:

" * Make multiple 'dist' or 'install' targets for different
      packages including java.awt, java.lang, etc. but also for
      gnu.java.awt.peer.gtk."

Has anyone started on this yet?
