I'm committing the attached patch, which fixes the 12 Mauve failures for java.net.URI. This also seems to fix the bug I had in resolving fragments to a base URI. The main fix is related to the fact that the previous version doesn't handle opaque URIs, such as mailto:, correctly.

if URI is not opaque. Allow for parts that can't be null.
