I have looked at numerous gnu icons at
http://www.gnu.org/brave-gnu-world/rungnu/ and discovered that a
slightly modified icon (trying to change proportion, making
width=height), originally suggested by Kajetan Hundhammer
(http://www.gnu.org/brave-gnu-world/rungnu/rungnu-kh.html) looks
comparatively OK and, the most important, it scales rather good up till
16x16. For that and other icons from this page, "Permission
<http://www.gnu.org/brave-gnu-world/rungnu/rungnu-kh.html#TOCPermission>
is granted to make and distribute verbatim copies of this transcript as
long as the copyright and this permission notice appear." My idea is to
use the attached icon or look for some other icons in that repository.
The important thing to remember could be that the internal frame icon
should also look well when it is displayed small.
