On Tom suggestion I switch on the BOLD tags :)

I rewrote the DecimalFormat class...

Now, it is not finished yet, but a lot of bugs are fixed. There are a
couple of regressions introduced, but I think these are not hard to fix.

There are a couple of workaround to make the RI tests happy and there is
a failure I was not able to fix (when you pass only ";;" as format
string).

The formatToCharacterIterator does not work, infact I have removed all
the code to build the iterator, this have to be fixed. I'll do after I
understand what this iterator does... So, any help here is not only
welcomed, is really required!!! :)

Apart these issues, the class should now be complete.

It is well commented (at my best), to help future work and to track my
dumbness (!).

Oh... no ChangeLog yet, this will require another two months![*] :)

Updated mauve tests are on the track, also.

I'm waiting hard for suggestions, questions, changes etc...
