Javadocs

I have cleaned up java.io to remove the last of my Texinfo comments and to
fix most of the obviously broken HTML.  It now generates Javadocs that at
least don't have obvious errors on my browser.  java.net is also in good
shape.

Now on to fixing the actual code...
