New JCL list

Well, assuming all the bits are set properly, the JCL list has now
been officially moved to gnu.org.  Please discontinue use of
"[EMAIL PROTECTED]", and instead use "[EMAIL PROTECTED]" for
discussions and "[EMAIL PROTECTED]" for SmartList management
(subscribe/unsubscribe).

Off to setup CVS...
