Does anyone know what the ASCII encoding does off hand?  My assumption is
that it accepts only byte values under 0x80 and converts them one to one to
chars.  I'm also assuming that rather than silently masking off the high
bit, it throws an exception if it encounters an out of range character.  I
could do a bit of experimenting, but wanted to see what someone else might
already know about it.
