The license was changed to the GPL with an exception clause, which makes
it approximately the same as the LGPL but without certain requirements
that the LGPL has regarding dynamic linking. These requirements made it
difficult to use the LGPL for embedded systems, because (for example)
it's difficult to provide the capability to recompile and re-link the
software in your VCR.
No need to worry; the new license is definitely compatible with the
LGPL. There is no problem linking Classpath with Japhar, or with
anything else under the LGPL.
The license is not exactly "between the GPL and the LGPL" - it's
actually *less* restrictive than the LGPL.

You may be looking at the old CVS repository (it moved to
subversions.gnu.org; see another thread on this list) or the headers may
not all have been updated.
