Yeah, most of them. I will put something back in regarding the definition of an
"Active" thread, however.

I don't know. I definitely think that all changes should have a ChangeLog
entry, but I don't really care if its at the top level or directory-level. In
libgcj we have a top-level ChangeLog for libjava, which works pretty well, but
classpath seems to use directory-level so I've just followed the precedent
there.
