That helped a lot. The last thing I had to do was call the aclocal script with the directory that contains the libart.m4 file.
On my system that's: aclocal -I /opt/gnome/share/aclocal/
But now I have a new problem:
automake looks for a file '././include/config.h.in' that does not come with CVS. Since it is in the .cvsignore I assume it should be generated.
How can I generate '././include/config.h.in'

You need libart 1.x. libart 2.x is based on pkgconfig. Thats why it has no AM_PATH_LIBART.
