I did a little investigation into the license status of JacORB, since it seemed to be our best hope for the org.omg packages. The results were depressing - it seems that JacORB doesn't provide *any* of the org.omg packages itself, just defers them to the OMG redistributable-but-unmodifiable non-free versions, which are included as part of the download.
