moving the INSTALL file to texinfo format?

Hi all,

I'm currently playing around with various little things around the build 
system, and came across our
INSTALL file.
I'd like to move it into the doc directory and turn into a texinfo file, 
like gcc's install.texi. That would
allow referencing it from the hacker guide, putting it on the web, 
having clickable URLs, etc.

Any objections?
