You may be hitting CSCsr11602. The stub agent certificate has expired, and that may be what is causing your problem. It's looking like it'll be fixed in 4.1.6, which should be out the end of this week.

I have L3 OOB NAC environment.  Nework users do not have admin permission
on their PCs.  In XP clients, CCA agent IP release renew functions works
if stub agent is installed and running as a process.  However when I try
this on Vista client, it does not work.  I also disabled the UAC feature,
which doesn't help either.
Have you run into this problem?  If so what is your solution?
I am looking into Vista local security policy to see if I can adjust
something to fix this.
