Yeah, I think we are talking about two different things here.
The support contract is what entitles you to TAC support - I'm not sure
if you are able to renew this (someone more important than me makes
those decisions), but without this you can't open cases.
The license on the CAM allows the software to work. This doesn't require
a support contract. So yes, if the contract expires, your license is
still good and the software will still work, and you should still be
able to download checks and rule updates.

Also not true. If you still have a valid support contract on your
software then you can still get support on it. You just can't goto 4.5.

The license doesn't have a expiration date for Clean Access, its
permanent, so you won't lose any functionality that you currently have
on your existing system, you just won't be able to upgrade to 4.5.
You should still be able to get all the checks and rules updates.
