We have seen this happen when there is a role to vlan mismatch. We
have faculty/staff/student SSIDs and when a student connects to the
staff SSID they will go through remediation OK but get the 'blocked'
by administrator message because of the traffic policy we have in
place. I'd check that first (traffic policy that is).
