You should be able to make a check for a registry value in HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Nls\Language. The key you are looking for is "InstallLanguage." Some values that you might want to check for are:
0409 - United States 0809 - United Kingdom 1009 - Canada There are many other English identifiers for different countries. See http://msdn.microsoft.com/en-us/library/ms776260.aspx for a more complete listing. This key exists on my XP and Vista machines so it should work for both. I have not implemented this so I strongly urge you to give it some adequate testing.
