With Windows 7, Microsoft altered their SKUs from Vista. Home Basic is now only sold in emerging markets (ie, not the US or Canada) and Starter is now the stripped down and reduced price version of Windows to be old on netbooks. In fact, the OEM requirements say that Starter is really only to be sold on netbooks.
If you walk around a Best Buy and look at their netbook lineup, if they're new enough to run 7, I'd bet good money it's running starter edition. Home Basic is probably supported because Cisco's ability to do so is probably very easy, since it's basically Home Premium minus some feature packs and GPU accelerated UI. Starter by contrast, does have some restrictions on it in terms of how many applications can run, and what access applications have to the operating system, and what the user can do with the operating system in terms of customization (like not even being able to change the background) so the requirements for software updates and detection would probably be significantly different ... however, considering Cisco's relationship with Microsoft, you'd think they could figure it out.
