checksum non-zero?  Does the packet reach its

OK, it's that I have a problem at the receiver discarding the packet,  
and it is a pretty obscure system, but I now sent to another host and  
snooping there shows that the checksum is OK. I'm suprised that a  
highlayer thing such as IP checksum is calculated at such a low layer.
