Our current doc that spells out rules for valid link names quotes the 
restrictions listed in the notes of dlpi(7P).

Are we definite about failing the naming operation if upper-case is 
used? In that case, I will need to change the text of the docs and not 
mention dlpi(7P) anymore, since we are deviating from it a bit.
