In the UV design doc, also quoted in our current draft, the first rule about a link name is that it is composed of a string and a PPA number. Since we mention this, then including the restriction "the first and/or last character of a name cannot be a digit" might cause confusion because it seems to contradict what we just said about the name as composed of the string and PPA number. To avoid the potential confusion, I excluded that last restriction, which was referring to the non-PPA part of the name. Thanks again for reviewing the doc.
