I agree, except the problem is when devfsadmd restarts (and not through 
a reboot), how does devfsadmd restore the state from before the restart?

That could get ugly.  That's not something I have thought of.

I expect the scenario would be similar as if someone did "chmod a-x 
`which ifconfig`" and then rebooted the system, i.e. no network.
