Right, IP Instances is different.  It provides the ability for each zone
to have and administer its own "virtualized" IP stack (rather than share
the stack with the global zone).

If by snoop-ability you mean the ability to snoop loopback and at the IP
layer in general, then that is part of Clearview.  You can also play with
