FYI: I've made some minor updates to the high-level design document to
account for things I've learned during the implementation of ipmpstat
(which is now complete other than the "probe" output mode), and mistakes
caught by Joanna and Huafeng. Of note:
* The parseable format now matches the one used by dladm(1M),
and is described explicitly.
* The definition of "degraded" has been corrected to account for
offline interfaces.
* The ability to show failed targets with "ipmpstat -t" has been
removed since they're not probed anyway.1
* The behavior of the ILLF_MULTI_BCAST flag on the IPMP interface
has been changed to never be set. This simplifies the code
and seems sufficient since the flag is not examined by apps.
