In the case where the clients are on different networks it does sound like an issue with the ICE/STUN configuration. Can you let me know what your ICE/STUN configuration is? Are you using bono as the STUN/TURN server? Also, what type of Clearwater deployment are you using (e.g. is it an all-in-one install, is there a HSS in the deployment...)? Can you also please provide a network capture of the call on different networks?
