Your reading is correct (assuming you meant that 'we found that Clearwater 
doesn't take sip.instance into consideration when routing SIP request'). 
The sip.instance parameter is only used as a unique key for bindings. 

Do you have a particular need/timeframe for GRUU support? Would you like to 
contribute to Clearwater by helping to add the support for this?

While testing RCS 1-1 chat involving SIP users with more than one user agents 
(i.e. two devices registered with the same IMPU), we found that Clearwater does 
take sip.instance into consideration when routing SIP request.  Clearwater 
simply forks the request to all registered devices ignoring sip.instance. In 
order for requests to be routed to a particular device, it would need to be 
based on either sip.instance or GRUU. Clearwater currently doesn't support GRUU 
and it appears the only use of sip.instance is in the registrar as key for 
bindings. Please confirm if this is the correct assessment. Also can you please 
share when GRUU support can be expected?
