Hi Lianjie, The users.csv.1 files is used in bulk-provisioning numbers. Details of the format of the csv, and how to create your own are at https://github.com/Metaswitch/crest/blob/dev/docs/Bulk-Provisioning%20Numbers.md, although note that you will need to use the password '7kkzTyGW' for all your subscribers if you are creating them for the SIPp stress testing.
There is also an alternate way of bulk provisioning subscribers detailed at https://github.com/Metaswitch/crest/blob/dev/src/metaswitch/crest/tools/sstable_provisioning/README.md.
