This is behaving as expected (from the IMS specs - TS 24.229, 5.4.1.7). Whether 
Sprout deregisters the subscriber on failure depends on your IFC configuration 
(i.e. what the default handling is set to), but it will always send back a 200 
OK - the only way for the subscriber to tell that they've been unregistered is 
by subscribing to reg events.

Hi there,

I noticed a problem with registrations in Clearwater today when the Application 
Server is not available. Sprout attempts to send the REGISTER to the AS, but 
when it can't make a connection instead of reporting a failure or a timeout, it 
just creates its own 200 response to itself and then sends that back to the UA. 
See line 907 of the attached log.

172.31.42.105 = P-CSCF
172.31.28.208 = CW
172.31.49.232 = AS

The end result is that the handset thinks it is registered, but it isn't 
registered in HSS, so calls fail.

Shouldn't Sprout fail here? can it be configured to fail for this scenario?
