There are several technics. The one I would recommend is to provision new applications/services using transparent data stored in the HSS. Then, still in the HSS you shall be able to configure iFC triggers towards the new application server for the subscribers that are entitled for the new services. The Clearwater (IMS core), will redirect the calls to the configured application server according to the iFC triggers provisioned on the HSS. The new applications upon reception of calls, can then retrieve the provisioned transparent data from the HSS using the Sh interface.
