Interesting. Have you patched your system with Huw's fix? If not, I would wait until this week's new release of Project Clearwater and see if that fixes the problem.
If you are running with Huw's fix, and still seeing this problem on a clean install, then it is likely that something is going wrong creating your Homestead cluster. The best place to look for errors is in the clearwater-etcd and clearwater-cluster-manager logs. You can find these at /var/log/clearwater-etcd and /var/log/clearwater-cluster-manager.
