I think the following line in your output is the interesting one:

/var/lib/dpkg/info/crest.postinst: 5: /etc/clearwater/local_config: Syntax 
error: Unterminated quoted string

Crest's install reads settings from /etc/clearwater/local_config and uses them 
to set up crest correctly. It looks like there is a syntax error on line 5 of 
your local_config file, and that is stopping the install from running.

You can debug this issue by logging onto the server and running `bash 
/etc/clearwater/local_config`. Fix up any syntax errors, and then try the 
install again.

Hello,

On a fresh install, while following the manual installation instructions, I 
received the following error.

Processing triggers for libc-bin (2.19-0ubuntu6.7) ...
Errors were encountered while processing:
crest
homestead-prov
E: Sub-process /usr/bin/dpkg returned an error code (1)

I have attached the output from the install.  Is this a package problem?
