This appeared to be an HSS issue,  the UAR/A's are now working.

Hey all-

I have the latest build installed and am using the icscf function in
sprout for the first time.  After homestead sends the UAR to the HSS,
for a sip register, homestead immediately follows that packet with a
FIN,ACK closing the connection to the HSS.  The homestead log shows

Any ideas what is wrong with this?  Bypassing the icscf and going
directly to the scscf like I have in the past sends the MAR with no
problem.  So Im not sure if I am doing something wrong or if something
is broken.
