Bryan, Does your checkout of clearwater-live-test include the quaff submodule? This should have happened if you passed --recursive on your git clone command.
You can check that it does by checking whether there any files in clearwater-live-test/quaff If there aren't, from the clearwater-live-test directory, you'll need to run "git submodule update --init --recursive" to get the checked in version of the quaff submodule before attempting to build the docker image of clearwater-live-test.
