Try copy to device, which will give you options for which metadata is saved 
with the files & in what order
I save files to sd cards which I use in various devices
The playlist order is preserved at the device Car stereo

The playlist number is even displayed on the device I linked  
There is a playlist file order number generated by Clementine when copying 
to a device, never found a way to display that number

When I open the sd cards on a computer, the file browser doesn't sort by 
playlist number
You can copy the files back onto the computer where ever you wish, never 
figured how to go straight to a folder

I display a smart playlist of all songs, filtering out, duplicates, live 
,ect
I shuffle that list, copy a couple 1000 files to  device, Remove the files 
from the list, repeat as needed
