This is just a guess, but I think, Clementine uses a technique called 
inotify. Under Linux an application can tell Inotify to be informed when 
files ion a directory changes. Under Linux try "man inotify". 
Not 100% sure if Clementine is using this feature or something different, 
and I don't know how it works under Windows.
