First test you might want to try is when logging into Ubuntu, after booting 
up the operating system, open up a file manager/browser (something like 
Nemo, PCManFM, GNU Files) and go to that NTFS drive/partition.    You will 
most likely find that you are locked out of that directory and need to use 
your administrative password to gain access.     Once you have this 
partition directory opened Clementine should recognize your music library 
if you have the preference setting pointing to that location.    With Linux 
operating systems you need to open the partitions, this is a Linux security 
feature to help prevent unauthorized users from tapping into your system.  
  If you are used to using Windows operating systems there is no such 
default security feature unless you use some third party software or with 
Windows Professional have a custom set up of directories and folders that 
are encrypted.

If unlocking partitions in Linux does not solve this problem you might 
consider adding a new partition exclusively for a music library that is 
accessible by both operating systems, formatted to fat32.     Different 
options may be available to obtain this goal.    You might have extra 
memory space in one of your partitions that you can shrink.     I have 
never had any problems with Linux reading any NTFS partitions yet have read 
in a book that such a problem does exist in older LInux operating systems.  
   A music library partition formatted to fat32 should be easily accessible 
by both Linux and Windows, again remember to unlock that partition in LInux 
before running any media players that need to access files on that 
partition.
