I have the same problem (macOS 10.14) but I have no idea how to delete the 
library or the jamendo DB. I've tried uninstalling Clementine and 
reinstalling, but it made no difference. My Library panel is stuck on some 
old version, and all the new music I've put on the Samsung is not visible. 
Doing a Full Library Rescan has no effect.

I have the music library on a removable Samsung SSD.  The Samsung is not 
normally plugged in, but I would expect that a Full Library Rescan would 
bring the Library up to date.
