Doap file for projects and subprojects

We should have a DOAP file for the full clerezza project, visibly available
from the front page (so people can drag and drop it into an IDE [1], but also
so that projects can describe their relationship to Clerezza, so that test
suites built with EARL [2], and of course because we are a Semweb project...
This can be done using a maven plugin
http://maven.apache.org/plugins/maven-doap-plugin/, but there may be some
things that need to be tuned, defined and so on.
