After checking the spec again I can confirm what Rupert wrote The august 28 2008 version used the http://www.w3.org/2008/05/skos#namespace [1] but the final version of the spec of August 28 2009 defines http://www.w3.org/2004/02/skos/core# to be the namespace [2].
