The issue is that xsltproc is triying to write the first chunk before creating the output dir. Yes, is a very race condition. A solution is to add "mkdir -p $(BASEDIR)/$(html_arch)/" just before the xsltproc call the generates the chunks. Actually, that mkdir must be added also before the fop command in the pdf target.
