I decided to toss it into cross-tools and final-system. Didn't bother cross-compiling it into tools as cross-tools will provide the bc binary to generate the timeconst header during kernel build in the boot method section.

I was going to decide that the host system should install Bc, then we wouldn't need to install it during cross-tools, but it's an if this then you need this in the host system requirements page. As Bc isn't required for all sections of the book for a complete build. I think this is the best way.
