Now there is a theory! However, we explicitly don't allow the module to unload itself - and (IIRC) we preserve the initial pass through the configuration.
This brings up an interesting point. Yussef, try stopping the service, and start bin\apache.exe -X --- let's see if this is the parent process in the way.
