Apache Software Foundation have setup the incubator as an entry path
for external projects into the ASF. You can read more about the

Graduation means that the project adheres to the policies set by ASF,
all legal encumbrances have been removed and the community is diverse
and does not depend on a single person of company for its success.
Graduation has nothing to do with project features though.
