This looks good. I think it would be even clearer if the messages print out
BASEDIR itself, so the reader knows exactly which locale directory is being
used. So maybe
print "Using system locale at", BASEDIR
and
print "Using locale in source code folder at", BASEDIR
would be appropriate?
