So what, exactly, is the part of all these changes that fixes the instability 
of these tests ?
I see tons of refactoring to wade through yet you didn't bother to put an 
evaluation of the actual
problem in either this PR or the bug report. 
I'd prefer to be told the intent, rather than have to figure it out.
