It is already available in 
https://github.com/openjdk/jdk/blob/master/test/lib/jdk/test/lib/Platform.java#L474-L481

But it is mostly used to tune the test to make an additional action/skip the 
test due to some system limitation. And it can't be linked to an issue(maybe by 
adding some comment though).

Problem list is a single file to look for all the failing tests linked to JBS 
issue (so you don't have to look through all tests to find tests that fail on 
Wayland).
It seems more logical to introduce an option to add new functionality to the 
problem list itself, allowing to skip tests for specific display server on Linux
