The REToolKit  provides a broad set of tools to assist Bank staff and our
developing country partners in improving the design and implementation of
renewable energy (RE) projects. It incorporates best practices and lessons
learned from RE projects supported by the World Bank Group and others. It is
operationally oriented to address practical implementation needs at each stage
of the project cycle. Use of this reference tool is expected to result in lower
costs and less time for project preparation, and result in more effective and
sustainable RE projects. REToolKit is a web-based knowledge portal that directly
responds to the needs assessment conducted with the World Bank task managers.

The current version of the REToolKit addresses renewable energy for electric
services. This is the first phase of a series planned knowledge products that
are intended to broaden its scope to include renewable energy developers,
bankers, policymakers, etc., and also address renewable energy for non-electric
services, environmental and social assessment frameworks, and monitoring and
evaluation in the next phases.

What can REToolKit do for you?
REToolKit helps :
      Identify and design feasible RE projects;
      Determine appropriate policies and regulatory frameworks;
      Identify business models;
      Evaluate financing mechanisms;
      Select appropriate and feasible RE technologies; and
      Utilize the best available project tools, including technical standards,
      generic terms of reference, and supporting documents.

What does REToolKit contain?
REToolKit contains five modules. Three application-oriented modules (
Grid-connected RE, Mini-grid RE, and Stand-alone RE) and three supporting
information modules (RE Rationale, WBG Project Cycle, and Project Tools):
      Each of the three application-oriented modules presents the Key Issues,
      Policy and Regulatory Frameworks, Business Models, Finance Mechanisms and
      Technology Requirements, with pros and cons for each model, lessons
      learned, and link to case studies and sample material.
      The Rational module examines RE economic and developmental justification
      to convince decision-makers of the importance of renewable energy, and
      provides tools for renewable energy electrification planning.
      The Project Cycle module gives a checklist and relevant documents and
      examples for RE projects at each stage in the WBG project cycle, as well
      as for GEF and carbon finance operations;
      The Project Tools provides a library of useful documents and sample
      material, such as case studies with analysis of success factors and
      lessons learned; Terms of References; economic and financial analysis
      applications; technical standards and procurement specifications; sample
      documents such as power purchase agreements, bidding documents, survey
      questionnaires, selected RE project appraisal documents; presentations;
      Links to related websites; among others.

REToolKit was prepared by Xiaodong Wang (Task Manager), with Pat DeLaquil, and
Jon Exel.  Anil Cabraal and Pablo Rosenthal-Brendel provided valuable guidance,
comments, and inputs.  Its development was sponsored by Energy Sector Management
Assistance Programme (ESMAP) and the Energy Unit at the World Bank Energy and
Water Department.
