I don’t have the answer to this specific situation; but we hit an analogous one a while back with a different pair of tools. Essentially, the Heroku buildpacks “in the box” each mostly know about one language/platform. If you have a polyglot project, you may need to find a third-party buildpack that can handle all the things you are using, or make your own, or use a multi-buildpack mechanism.
