Kioo only scans the html at compile time, so just saving html won't do anything 
if it doesn't trigger a recompile of the cljs in your workflow.

Are you saying you change some atom/state value in the cljs file and save it? 
You won't see any change in the browser this way. The state is held in the 
javascript currently running in your browser against the application and/or 
components, not reading it from your source file. The reason it's working when 
you refresh is because you're loading a new version of the javascript 
application into the browser after it has recompiled because you saved it. You 
could instead connect a REPL to your javascript application (see Austin or 
Weasel) and manipulate the running state with the appropriate om/transact! or 
om/update! methods.
