[Cloud-announce] PAWS maintenance tomorrow

I plan to replace the PAWS NFS server tomorrow around 19:00 UTC. There 
will be a few minutes of downtime and misbehavior during the switchover.

If all goes well, I do not plan to send an all-clear message after the 
replacement. Please let me know if you see new PAWS issues after tomorrow.
