Commit Message changed to: systemd: Add cloud-init generator and allow disabling of cloud-init This adds a generator that enables cloud-init if it is not found to be disabled. It can be disabled via either the kernel command line (/proc/cmdline with cloud-init=disabled) or presense of /etc/cloud/cloud-init.disabled. Also each of the service files now Wants the cloud-init target, making them more of a group.
